Summary:
Healthy Development Services (HDS) promotes children’s optimal development and learning by identifying and addressing problems early. In 2006, resources available through by First 5 San Diego created and funded the implementation of HDS, a system of care that allows for the screening, assessment and delivery of developmental and behavioral treatment services for young children with mild to moderate concerns who would not otherwise qualify for existing services (e.g., Part C, Part B, insurance). HDS services complement the existing infrastructure that serves children with the most severe delays.
The American Academy of Pediatrics, California Chapter 3, in its role as the HDS countywide coordinator, has led the efforts to develop and implement the HDS framework. Through this system of care, children ages 0 through 5 with mild to moderate developmental and behavioral concerns have access to screening, assessment and treatment. Services are provided depending on the child’s clinical needs. Parents are also supported by parent education classes and care coordination.
This developmental and behavioral system of care has served over 115,000 children ages 0 through 5 and over 64,000 parents.
